[tulip] why do vendors make 64-bit, but only 33 MHz cards?

Not exactly a tulip question, but ...

Why do you think some vendors make 4-port cards with the 21154 (64 bit, 66
MHz PCI-to-PCI bridge),
yet wire them to only do 33 MHz, e.g. Adaptec 62044 (4 x 6915), Interphase
554E (4 x 21143) ?
Are they saving money or what?

It doesn't make sense. If you put these cards in a 66 MHz bus slot, you slow
down 66 MHz devices
on the same bus.

There are some vendors that do it right, e.g. Znyx ZX374 (4 x 21143) is 64
bit 66 MHz.
