Netgear FA310TX rev 4 and the LiteOn chip

For some reason I'm seeing real problems with the boards I have here picking
up ARP replies. 

I can ping 192.168.1.0 and get replies from .1, but yet I can't ping
192.168.1.1 and get replies. arp -a -n reports that there's no entry for .1
- it's "incomplete".

Any ideas?
