[vortex] 3c905b, linux-2.4.17, periodic slowdown/hang, ifdown/ifup starts period again

I believe this is actually a side effect of an unrelated kernel problem
and isn't being caused by the driver because I'm seeing slowdown in
other areas as well (such as screen updates) as well as some kernel OOPs
messages.  I'm running some profiling when my system gets slow to find
out what's going on and I'll post back to the list if something again
points to the driver.
