Could you please get mii-diag from:

ftp://ftp.scyld.com/pub/diag

and show us the output from "mii-diag -v" if possible in both situations 
(working fine and working slow) ?

Is the traffic constant (like an audio/video stream) ? Does it happen for 
both TCP and UDP ?
