Check /proc/interrupts.
My guess is that only the Tulip card is generating interrupts.
The packets are only being handled from the 3Com card when the Tulip
card transmits or receives.

The 0.99Rb and later drivers should emit a message warning about this
situation. 

To figure out a solution we will have to figure out a bit more about the
mini-PCI configuration of the T21.

Have you tried the driver from scyld.com?  It would have reported the
problem...
