[tulip] HAVE_NETIF_MSG definitions in netdrivers.h and kern_compat.h

I just tried to install the src rpm for netdrivers.3.1.1 on my RH 7.3 system
and it wouldn't compile.  I noticed that the definitions in
kern_compat.h  for HAVE_NETIF_MSG are different then the netdevice.h .
NETIF_MSG_MISC and NETIF_MSG_RXFILTER are nolonger
included in the system netdevice.h
( /usr/src/linux-2.4.18-3/include/linux/netdevice.h )

Is this a new feature in 2.4.18 or is it just another problem with using Red
Hat.
