[tulip] Channel bonding with recent tulip drivers

Hi, 

>From kernel 2.4.5 to 2.4.9, dual bonding with tulip cards 
(DS21140 or DS21143) results in catastrophic loss of performance. 
(RedHat 6.2 with gcc-2.95.2).

The bonding code hasn't changed, while the tulip one a lot.

This prompted to use the 2.4.4 tulip driver on 2.4.8
(replace the linux/driver/net/tulip directory) 
which resulted in a success, netperf says:
