[tulip] 92t fails to recover from reset, ng_tulip 89K does

Greetings!  Netgear FA310tx cards, kernel 2.2.18, 16 node Beowulf,
channel bonded with 2 NICs per node, 2 SmartEther switches.  With
0.92t, resetting the switches leaves the interfaces dead -- tulip-diag
reports 10baseT half duplex, receiver and transmitter stopped.  Using
ng_tulip 89K, interfaces come back after a switch reset.  Too bad, as
0.92t is faster.  Appears to be reproducible.
