Digital DS21140 network card ... not forwarding packets..

+-----------------+       Help. I've got a system with two DS21140
|Linux 2.0.34     |       4-port network cards. I've implemented
|(rehdat 5.1)     |       eth0, eth1 and eth2 successfully. Problem
|(tulip.c:v0.89I 7/26/98) is the eth3 or any other interface will not
|                 |       process any network packets unless I put the
|                 |       eth3 interface into "Promiscuous" mode (using
