You probably want to grep your kernel config file to see if they are now
built in (they are on Ubuntu, but only ONDEMAND is on Debian, the rest
are kernel modules).

Ubuntu 12.04.2 LTS

samuel at eris:~$ grep CPU_FREQ /boot/config-3.2.0-45-generic
CONFIG_CPU_FREQ=y
CONFIG_CPU_FREQ_TABLE=y
CONFIG_CPU_FREQ_STAT=y
CONFIG_CPU_FREQ_STAT_DETAILS=y
CONFIG_CPU_FREQ_DEFAULT_GOV_PERFORMANCE=y
# CONFIG_CPU_FREQ_DEFAULT_GOV_POWERSAVE is not set
# CONFIG_CPU_FREQ_DEFAULT_GOV_USERSPACE is not set
# CONFIG_CPU_FREQ_DEFAULT_GOV_ONDEMAND is not set
# CONFIG_CPU_FREQ_DEFAULT_GOV_CONSERVATIVE is not set
CONFIG_CPU_FREQ_GOV_PERFORMANCE=y
CONFIG_CPU_FREQ_GOV_POWERSAVE=y
CONFIG_CPU_FREQ_GOV_USERSPACE=y
CONFIG_CPU_FREQ_GOV_ONDEMAND=y
CONFIG_CPU_FREQ_GOV_CONSERVATIVE=y

Debian Wheezy:

root at db4:~# grep CPU_FREQ /boot/config-3.2.0-4-amd64
CONFIG_CPU_FREQ=y
CONFIG_CPU_FREQ_TABLE=y
CONFIG_CPU_FREQ_STAT=m
# CONFIG_CPU_FREQ_STAT_DETAILS is not set
# CONFIG_CPU_FREQ_DEFAULT_GOV_PERFORMANCE is not set
# CONFIG_CPU_FREQ_DEFAULT_GOV_USERSPACE is not set
CONFIG_CPU_FREQ_DEFAULT_GOV_ONDEMAND=y
# CONFIG_CPU_FREQ_DEFAULT_GOV_CONSERVATIVE is not set
CONFIG_CPU_FREQ_GOV_PERFORMANCE=y
CONFIG_CPU_FREQ_GOV_POWERSAVE=m
CONFIG_CPU_FREQ_GOV_USERSPACE=m
CONFIG_CPU_FREQ_GOV_ONDEMAND=y
CONFIG_CPU_FREQ_GOV_CONSERVATIVE=m

RHEL 6.4 defaults to the userspace governor by the look of it:

[root at barcoo-m .ssh]# grep CPU_FREQ /boot/config-2.6.32-358.2.1.el6.x86_64
CONFIG_CPU_FREQ=y
CONFIG_CPU_FREQ_TABLE=m
CONFIG_CPU_FREQ_DEBUG=y
CONFIG_CPU_FREQ_STAT=m
CONFIG_CPU_FREQ_STAT_DETAILS=y
# CONFIG_CPU_FREQ_DEFAULT_GOV_PERFORMANCE is not set
# CONFIG_CPU_FREQ_DEFAULT_GOV_POWERSAVE is not set
CONFIG_CPU_FREQ_DEFAULT_GOV_USERSPACE=y
# CONFIG_CPU_FREQ_DEFAULT_GOV_ONDEMAND is not set
# CONFIG_CPU_FREQ_DEFAULT_GOV_CONSERVATIVE is not set
CONFIG_CPU_FREQ_GOV_PERFORMANCE=y
CONFIG_CPU_FREQ_GOV_POWERSAVE=m
CONFIG_CPU_FREQ_GOV_USERSPACE=y
CONFIG_CPU_FREQ_GOV_ONDEMAND=m
CONFIG_CPU_FREQ_GOV_CONSERVATIVE=m

Best of luck,
Chris
