I assume that this is still the problem with kudzu. Could you please 
disable kudzu ('chkconfig kudzu off') and then reboot and see if the 
driver still doesn't report autonegotiation ?

Anyway, the InternalConfig register is read from EEPROM at startup by 
the card, you can't change that.
