[vortex] Mini PCI - no link

Many thanks! This version 0.99Xc solved my no-link-light problem.  I
have the 3c556B/modem mini-pci card in a Dell Inspiron 8100.  The card
would sometimes get into a state where there was no link light, and the
only way I could reset it was to boot into Windows 2000.
