Just now I have only mii-tool on my machine.
'mii-tool -R' (I assume that should do the same as 'mii-diag -R')
DOES reset my NIC, so that I get a "link ok" (before it was "no
link").
After 'ifdown eth0' and 'ifup eth0' I have a functional connection.

Looking at the "advertising" lines, I get the feeling that I've got
some Duplex problem...
Or do I have a problem in Understanding this?
