Once you can talk to the transceiver the 'mii-diag' program can do
almost any operation you desire
Reset the transceiver
Restart autonegotiation
Change the advertised media
Change to a specific forced speed and duplex.
The 'mii-diag' program can also operate on a non-default transceiver
for the case where the wrong transceiver address is found or the rare
case of multiple transceivers.
The problem here is that the transceiver isn't found by the driver. The
'mii-diag --phy 24' or 'mii-diag -p 24' can be used to operate on the
correct transceiver address, but that will only work if the transceiver
is powered. And if the transceiver was powered, the driver would likely
have found it in the initialization phase.
