[vortex] GX150: Test results with Becker's 0.99V 3c59x.

The first thing Becker asked me to do took too long for me to try.
I apologize.  We grabbed 3c59x and pci-scan from Vortex, built them
and tested them today.  Our results?  It looks like this epoch of
boomerang chip DOES NOT communicate with its MII's.

Dell just sent me a 3c90x driver that they allege copes with
tempermental MII issues.  I'll let y'all know if that driver gets any
acceptable response out of the MII's.

But we may indeed be dealing with a run of defective chips.
