You have some software setting that is forcing the transceiver type to
100baseTx-Symbol-Mode, which isn't the correct setting for the Cyclone.
You should be using the default setting, which is Autonegotiate, unless you
have a card with a BNC connector in which case you may also use the 10base2
override.
