I had a very similar problem, and fixed it by changing my ftp software.
It did not happen with every ftp site, either. I had problems trying
to download majordomo from the maintainer site, most other sites worked
fine. There was a problem of incompatibility between the two ftp
versions on each end.
If you can download the same files fine using Windows, then the problem
is not with your hardware or a particularly noisy line. If it happens
with all drivers, I would check the application software: download a
different ftp and see if the problem goes away.
