[tulip] PNIC-II advertisement register read only?

I have a Kingston KNE111TX which reports itself as follows:

Attempts to set the advertisement register using:

  mii-diag -A 0x00A0 eth1

have been unsuccessful.  The advertisement register stays set at 0x03E1.

Is the advertisement register read only for these cards?  Can anyone
point me to an online specification for the PNIC-II?
