[tulip] Tx out of buffers indication

Hi,

When I previously had the card working the card was on irq 10, and it
seems that it only works on that irq.  I some how managed to get it to use
that irq but can no longer do so.  (My video card is using irq 10).

I just searched deja for references on what you mentioned but couldn't
find anything.
Do you know how to fix this problem
