[tulip] Kingston KNE110Tx slow Tx

I have a Kingston KNE110Tx installed on my linux box (2.2.18pre16) For some
reason , transfers from the box to the outside are really really slow. This
is what i get on my internal network
PING 128.97.123.456 (128.97.123.456): 56 data bytes
64 bytes from 128.97.123.446: icmp_seq=0 ttl=63 time=1.6 ms
so i ftp to it and download a file.
226 Transfer complete.
5808666 bytes received in 7.09 secs (8e+02 Kbytes/sec)
downloads good.
then i try to upload a file
434176 bytes sent in 20 secs (21 Kbytes/sec)
this happens with any host. downlaods for me are good, uploads are not.
the switch the card is plugged into is a Cisco 2900xl, and currently set to
auto/auto and detects the kne110tx as 100Tx FD. i check on the switch
itself, there is no collisions on the port its connected. Could this be a
auto-negotiation mismatch problem? im using
tulip.c:v0.92l 8/19/2000 Written by Donald Becker <becker@scyld.com> with
no extra parameters on boot up.
anyone have any ideas?
