[tulip] RH7.0 issues with tulip.c and problems the new web site does not for me

I was informed off-list by James that all this FUD is not from _him_
but from Donald Becker

This was not clear at all from his mail (no quoting, no Reference
etc). Apologies to James.

Nevertheless my words still apply. Donald, you really should know
better.
