Netgear FA310-TX and RedHat bootnet.img

I'm looking for a little help installing RedHat via FTP.  I have a P233 with
a Netgear FA310TX card in it.  Everything appears to work right after loaded
the tulip driver, but it is like this machine cannot receive packets.  The
hostname lookup fails, as does the connection to the FTP server.  It has a
static IP addie, and all the info is entered correctly.  When it tries to
connect to the FTP server, the transmit lights blink, but it does not
receive anything.  There is no record of a connection to the server in the
FTP logs, so I am assuming for the moment that it cannot establish a
connection.  Has anyone ever seen anything like this?  I have used the tulip
driver before without this sort of a problem, so I am thinking this is
something related to the Netgear card.
