AFAIK, no manual for the PNIC is available in electronic form.  The original
was apparently a hard copy available under NDA.  The electronic version I
saw had obviously been OCRed (many typos of the form "m"->"ni"), probably
from a rain-soaked bad photocopy of a fax.
