Wake-on-lan

I have been seaching in vain for solid info on the wake-on-lan feature
(as part of an evaluation of several PC builds offered to our
organisation to fill a tender). What I HAVE found suggests that the OS
is resposible for leaving a NIC in a listening state (before a machine
is powered down). My questions are :
* Is this true?
* If so, is the tulip driver capable of leaving a 21143 based adapter
(ie. a D-link DFE500TX Rev E) in the required mode?
* I have been told by a PC vendor that different NIC vendors require
different wake-up utilities. Is this true? (I have tried both wakelan
v1.1 for linux, and an AMD utility and both failed to power up the eval
machines. I suppose this is predictable if different adapters require a
specific wakeup packet type).
Thanks for your time, and thanks to all the developers who've
unknowingly helped me introduce diskless X workstations to my
organisation, and hopefully eventually to the public (through our
library).
