The problem is that Samsung ethernet card transmits packets very
slowly, i.e. 90Kbyte-100Kbyte/sec under Linux(RH 5.2. I tried Kernel
2.2.5, 2.2.3, 2.2.2, all have the same problem), but receiving packets
seems okay(between 700kbyte-1Mbyte/sec). I tried the lastest tulip
driver(0.91), it doesn't help either. However, the ethernet card works
flawlessly under windoze( both upload and download at
800kbyte-1Mbyte/sec).diagnostics result is attached.

I suspect you are connected via a switch. Chack the half/full duplex status of the switch, Likely ACKs are getting lost and there are lots of timeouts and retransmits.->>snip<--
