New version of tulip-diag available

I've put the new version of tulip-diag on
  ftp://cesdis.gsfc.nasa.gov/pub/linux/diag/tulip-diag.c

This has been updated to recognize additional chips, and have slightly
friendlier output.

[[ As you might guess, I added this features to track down board
configuration problems.  I've been making driver changes that fix one board
and break two others.  Time for some sleep... ]]
