Here is a driver that should improve the 21041 situation:

I'm in the process of restructuring the media selection code, yet again, so
this code won't be similar to the final release.  The restructured code
moves all of the code at the bottom of tulip_open() to a separate function
and make the select_media() more consistent among chip types.  *I* understand
the current code, but it's easier to rewrite than to document the
weirdnesses that accumulated.
