New version of tulip-diag released today.

This version includes the '-t CHIP-TYPE-INDEX' option I claimed was in
v1.09, as well as code restructuring.  This option is only valid when
combined with the '-p IOADDR' option.

The new version uses the /proc/bus/* table of 2.2.* in preference to the
older /proc/pci table.
