[tulip-bug] lne100tx not playing nice with hawking switch

I just bought a hawking technology blackhawk switch.  the driver from
linux 2.2 and windows 98 work fine with it.  linux 2.4.18 and .19 don't
work.  if I start with either of those, the light blinks at a steady rate
about once per second.  if I connect the computer to the router directly,
it starts working.  I can then connect it back to the switch and
everything will be fine.
