Load the driver with debug=3 to show Tx errors.
Run  'tulip-diag' to see the current state.

The transmitter is in the "waiting for Tx to end" state.
The 'tulip-diag' program will tell us more.

The power management problem presents itself as cards that report only
"0xffffffff" in the registers.
