Can you duplicate my results by 
ifconfig eth1 down'ing and then ifconfig eth1 x.x.x.x'ing the interface again?

stuck in the TX queue, and down'ing the interface cleared/killed that packet.

Unfortunately, when the interface comes up again, it is only 100baseTx, but 
at least it is useful.
