Performance problem with two tulip's in one machine?

I'm having a problem with a firewall configuration that uses two=20
Netgear FA310TX's in one machine.=20

100Mbit net <---> FA310TX <---> FA310TX <--> 10Mbit link to Cable modem

The above configuration has, on average, about 1/4 the throughput of the
following configuration. (~250-500Kbps vs ~1-3Mbps, 3Mbps being the max
cable modem rate)

100Mbit net <---> FA310TX <---> NE2K-PCI card <--> 10Mbit link


Other things to note:

1) With two FA310TX's the 10Mbit link is slow even if the 100Mbit link =
is
ifconfig'd down.

2) Driver info

Any help would be greatly appreciated.
