Transmit timed out error

I'm using the 7/99 tulip driver and the card is a
Index #1: Found a Lite-On PNIC-II adapter at 0x6800.
 Port selection is 100mbps-SYM/PCS 100baseTx scrambler, half-duplex.
 Transmit started, Receive started, half-duplex.
  The Rx process state is 'Waiting for packets'.
  The Tx process state is 'Idle'.
  The transmit threshold is 128.
  The NWay status register is 000000cc.
 The current PNIC-II MAC address is 00:a0:cc:e4:5c:a9 (a000a000 e4cca95c).
 The current PNIC-II WOL address is 00:a0:cc:e4:5c:a9.
  Internal autonegotiation state is 'Autonegotiation disabled'.

It's a linksys 100tx .. I can not figgure out why autonegoation is not
enabled also.
I think a large traffic burst caused transmit to time out and it did not
reset.
Only solution was ifconfig eth2 down ; ifconfig eth2 up
