As far as i know (according to the chip-layout), the additional led's are
driven by free programmable (output-)pins on the dec-chip. So the driver
has to switch the led's on and off. Until the driver doesn't do this...

My D-link-cards are working with full duplex, but the FD-light is still
turned off ;-)
