Initial detection problem

I've been using the Linux tulip driver v0.89H for some time now on a
Linksys EtherFast PCI card, chip labeled "Linksys LNE100TX LC82C168".
My problem has been exhibited with a P100 and a K6II300, attached to
other computers via a crossover cable or attached via a 5 port hub.

Essentially, the driver seems to load correctly most of the time, and
when it loads it works correctly indefinitely thereafter.  When it
does load incorrectly, doing an "ifdown eth0; rmmod tulip; ifup eth0"
seems to give it another chance to work.  Repeated restarts of the
network in this manner always work eventually.
