2.1.12x network problems followup

Followup to my previous message on 2.1.12x problems.  Here is the epic-diag
output during and after the problem occurs:

With problem occurring (pings taking 2000ms or so):
Found SMC83C170 EPIC/100 card #1 at 0xd800.
The EPIC/100 chip appears to be active, so some registers will not be read.
To see all register values use the '-f' flag.
