Hmmm, pretty much, yes.
You should check that the EEPROM is actually changed after doing the write.
But the change won't take effect until the next full-power-down (not
just soft-power-off).

[[ If it was possible to make the change without hard-resetting the
board, I would have the driver patch up the problem. ]]
