The latest public release was in the test/ directory:
      ftp://www.scyld.com/pub/network/test/eepro100.c

I've updated the version in the regular directory to the current version:
   ftp://www.scyld.com/pub/network/test/eepro100.c
to
  "eepro100.c:v1.13 1/9/2001 Donald Becker <becker@scyld.com>\n";
