[eepro100] More than 2 EEPro100Mgmt causes failure/timeout

When using one or two EEPro100 cards, ping works normal.  Add third EEPro100, 
and ping time shoots to over 10000+ ms and looses +50% of packets; however, 
tcpdump (on same system, or on target system) shows packets coming through 
normal. (results are on all interfaces, not just the added third card).
