Clouds aren’t a bad option, usually internal traffic on private ip's isn’t billable network traffic given it stays internal to the cloud network

There are instructions for setup on virtualbox in a Google doc at http://tinyurl.com/pe4cxn8 Another option might be to use a commercial cloud, Glenn Lockwood has an old guide:
