That certainly is not universal.  We (Georgia Tech) certainly
have HPC-oriented parallel programming available in the
undergraduate curriculum.  I know UC Berkeley does as well, and I
even had relevant classes at Florida 20+ years ago (on a KSR!
and nCUBE!).
