Though I'm not certain, it seems reasonable to think that the key
temperature is the junction temperature, which is much higher than
the air temperature.  With more efficient cooling, that is,
higher conductivity, the delta-temperature can be lower, and as
a consequence, the liquid coolant could be at typical outdoor
temperatures (or close) thereby reducing the need for air conditioning.
I'll add, the heat exchange between the liquid and the external
cooling would need to be very efficient as well, otherwise air
conditioning would be needed to get the delta-temperature to
get the necessary heat flow from coolant to outside world.
