$60,000,000 for cluster computing

Whenever I see that anyone is going to spend more than $10,000,000 for 
ANYTHING at a university, this virtually guarantees that a building 
will be built.  I have seen $50,000,000+  state "investments" in higher 
education that included building freeway interchanges and highways, 
which takes a big chunk out of the real education budget.
