P4_GLOBMEMSIZE

I am seeing a few applications generate the following error.
The user is submitting to a codine/SGE environment however it
does not seem to matter. Same error is running straight out from
a shell. The user shell is tcsh and as suggested, we set the environment
variable of P4_GLOBMEMSIZE in the .cshrc to something like 5000000.
No difference. Current version is mpich 1.2.0

p21_30228: (31.908244) xx_shmalloc: returning NULL; requested 3092448 bytes
p21_30228: (31.908414) p4_shmalloc returning NULL; request = 3092448 bytes
You can increase the amount of memory by setting the environment variable
P4_GLOBMEMSIZE (in bytes)
p21_30228:  p4_error: alloc_p4_msg failed: 0


 Why is this error generated and how do I set the value?
User limits are:
cputime         unlimited
filesize        unlimited
datasize        unlimited
stacksize       8192 kbytes
coredumpsize    unlimited
memoryuse       unlimited
descriptors     1024
memorylocked    unlimited
maxproc         32767
openfiles       1024
