This is a very simple job scheduling system that works well for short lived or
"interactive" jobs.   For example compile jobs.   The scheduling latency is
very low, but there are some requirements for cluster homogenity etc. that
makes it a poor choice for many traditional HPC workloads.

For long lived jobs, you probably want to look at a "real" queue system.
