Initial release of pybproc

Version 0.8 of pybproc has just been released.
pybproc is a set of Python bindings for BProc.  It is designed to work
with BProc 2.2 (the version in the latest Scyld release), and is
feature-complete.  However, it does need some testing before a 1.0
release can be made.
