Ok I just now had again the situation where our "mail" servers eth0
did not work, or better it did work but *VERY* slowly (pings of 500ms
on our 100Mbit network). This is on a "active" network (at least
10K broadcast traffic at any time).

I will attach the mii-tool, mii-diag and vortex-diag ouput in the
faulty stage and the working stage (after doing a network restart).
I also tried mii-diag -r/-R but both of them had no effect.

Hope this helps a bit more to see what happens.
