OK, then the problem is in the CardBus controller code in the
PCMICA subsystem.
It's not a BIOS problem or tulip driver bug.

If the diagnostic is reporting 0xffffffff for all the registers, it's
not accessing the chip.  Therefore it can't read the EEPROM contents.
