The IEEE.
They will assign you a vendor ID  which gets you 24 bits of serial number
    aa:bb:cc:**:**:**
It costs a few thousand dollars.
You may wish to just use addresses with the "local" bit set in the first
address byte.

Years ago pacific rim vendors were notorious for making up their own
station addresses.  Diamond Flower used 'D' 'F' 'E' as their address prefix.
Check the ID list on a network sniffer for examples.
