[tulip] Help with configuring Tulip driver Ethernet card for Linux

Wow. Kernel 2.6. Talk about bleeding edge. 

Seriously, I'm wondering why you're using such an old version. I have
RedHat 6.2 with kernel 2.2.16-21, although DHCP worked fine when I had
2.2.16-3 and I think 2.2.14-5 (the kernel that comes with RH 6.2). The
DHCP has been extremely reliable. The interface that's using DHCP
(connected to my Toshiba cable modem) doesn't use the tulip driver, but
I really doubt that that has anything to do with it. Can you
successfully configure the interface for a static IP address (manually,
using ifconfig)? Assuming yes, I'd look at the DHCP software. On RedHat
6.2, it is done with a package called pump. Is that what yours uses? If
not, I would recommend that you step up to 6.2 (I won't touch 7.0). I'm
not qualified to say pump is better than anything else, but I know it
has worked flawlessly for me with AT&T RoadRunner and the Toshiba.

You don't need to worry about resolv.conf since pump will normally set
that up for you (I think it gets the DNS server addresses from the DHCP
server).

One more thing that might be relevant. I set up my eth0 to use DHCP via
the netcfg utility. The result of that is a file in
/etc/sysconfig/network-scripts called ifcfg-eth0 which contains 3 lines:
DEVICE=eth0
BOOTPROTO=dhcp
ONBOOT=yes

When the ifup script sees that it uses dhcp, it uses pump to bring up
the interface. You can also run pump manually. Why the name pump? Read
the man page.
